Overview
According to the USCIS, you must use Form I-9, Supplement B to reverify an employee's Form I-9 when you're rehiring an employee within three years of the date the original Form I-9 was completed.
Wrapbook will detect when an I-9 is on record for an employee. When a worker is rehired and added to a project, Wrapbook will Supplement B will become available for you to verify on their worker profile.
Note: As of March 17th, 2025, a new I-9 experience in Wrapbook was released to enhance compliance for our customers. As a result, workers who have not completed an I-9 via the new experience will be prompted to complete a new I-9 even if they already have a valid I-9 in the system.
When does a rehire get Supplement B vs. a new I-9?
When a worker is rehired to a new project with the same employer in Wrapbook, what happens next depends on:
Whether the worker has an existing I-9 in the system
Whether that I-9 is within the 3-year rehire window
Whether the worker completed their I-9 using Wrapbook's updated I-9 experience (released March 17, 2025)
Use the table below to determine the correct path:
Scenario | What happens |
|---|---|
Worker has a valid I-9 completed via the new Wrapbook I-9 experience (after Mar 17, 2025), within 3 years | Supplement B is presented to the admin for completion. Worker does not need to resubmit documents. |
Worker has an I-9 from the old Wrapbook experience (before Mar 17, 2025), regardless of date | Worker is prompted to complete a full new I-9, even if their original is still valid. This is a one-time requirement to migrate to the new experience. |
Worker's I-9 is older than 3 years | Worker must complete a full new I-9 |
Worker's employment authorization document is expired | Worker must reverify by providing a new, unexpired List A or List C document. Supplement B reverification section applies. |
Worker has never completed an I-9 in Wrapbook | Worker must complete a full new I-9 |
Note: Per USCIS regulations, when a worker is rehired within three years of the original Form I-9 completion date, you may use Supplement B or have the worker complete a new I-9. If your company settings require a new I-9 for all rehires regardless of timing, workers will be prompted for a full new I-9.
How to complete Supplement B in Wrapbook
When Supplement B is triggered for a rehire, it will appear on the worker's profile with a Start button:
In the left-side navigation, click the dropdown menu and select the project
Click People in the left-side navigation
Click on the name of the rehired worker
Scroll down to the Form I-9 row and click the Start button
Review the worker's existing I-9 by clicking the link to their original form (displayed on the right side of the page)
Confirm the worker's identity and that their employment authorization is still valid
Enter the rehire date and your signature
Click Submit
The worker does not need to re-upload documents for Supplement B unless their employment authorization has expired.
Why "Request Changes" is not available for Supplement B
If a worker is in the Supplement B rehire flow, the Request Changes option that is available on full I-9 forms will not appear. This is by design.
"Request Changes" is for initial I-9 forms only. It allows an admin to send Section 1 back to a worker for correction. In the Supplement B flow, Section 1 is already complete from the worker's original I-9 and cannot be modified — only Supplement B itself (the reverification/rehire section) needs to be completed by the admin.
If you believe there is an error in the worker's existing I-9:
If the error is in Section 1 (worker information), contact Wrapbook Support for guidance
Do not attempt to use Request Changes on a Supplement B form — it is not available and is the wrong tool for this scenario
What to do when the I-9 is locked with old information
If a worker's existing I-9 contains outdated or incorrect information that is preventing Supplement B from being completed:
Contact Wrapbook Support — Support can review the locked I-9 and advise on the correct path
In some cases, Support may need to void the existing I-9 so the worker can complete a fresh one
If the worker's I-9 was completed on the pre-March 17, 2025 system, they will already be prompted to complete a new I-9 — this is normal and expected
Manual I-9 collection workaround
If the Wrapbook platform cannot support a particular rehire I-9 scenario (for example, the worker needs a Supplement A, or the document type isn't available in the system), you can collect the I-9 manually:
Complete the Form I-9 on paper using the official USCIS form
Have the worker complete Section 1 (and Supplement A if needed) and provide physical copies of their documents for in-person review
Complete Section 2 as the authorized employer representative
Upload the completed PDF to the project's Documents folder in Wrapbook (optional, but recommended for centralized recordkeeping)
Retain the original paper form per your I-9 retention policy
