How to handle unemployment (UI) notices and worker claims

Overview

Wrapbook acts as the payroll Employer of Record (EOR) for any employees or loan outs that are paid through Wrapbook.

As the payroll EOR, Wrapbook is responsible for:

  • Tax withholdings and reporting

  • Union contributions and remittance

  • Workers compensation

  • Unemployment Insurance (UI) claims

For production companies, this means:

  • When a worker files a UI claim, they should use Wrapbook’s EOR information, not the information of the production company

Important: Do not let a government notice or claim sit while determining who should respond. Forward it to Wrapbook as soon as possible whenever it concerns a worker paid through Wrapbook or includes a response deadline.

What information does my worker need to file for unemployment?

Workers filing Unemployment Insurance (UI) claims file the claim against Wrapbook (not the production company) and will use Wrapbook’s Employer of Record (EOR) information. Workers can use the information in this help article for the UI claim.

What do I do as a production administrator if a worker already filed for unemployment using my company’s information?

If you are in receipt of a notification of an unemployment insurance (UI) claim that was filed against your company, forward the claim to unemployment@wrapbook.com and a representative from Wrapbook will contact the state agency and provide the correct UI tax account.  

It will be the responsibility of the state agency to consider contacting the worker to verify employment.

Why did our company receive an unemployment notice from the state and what do I do with it?

If your company receives a state UI claim notice, the worker filed their claim using your company as the employer instead of Wrapbook.

If you are in receipt of a notification of an unemployment insurance (UI) claim that was filed against your company, forward the claim to unemployment@wrapbook.com and a representative from Wrapbook will contact the state agency and provide the correct UI tax account.  

As a production administrator, what should I do if a government agency reaches out to verify a worker’s earnings/wages or confirm their separation details?

Inform the state agency:

  • Wages for the worker were reported under TakeOne Network Corp.

  • They should contact Wrapbook directly for details regarding both earnings and separation details of the worker

What should I do if I receive a UI-related notice or other worker-related government correspondence?

Forward the complete notice to unemployment@wrapbook.com so the Unemployment Insurance team can review and route it appropriately. This includes UI claim notices, determination letters, appeals, separation or employment-verification requests, and other government correspondence related to a worker paid through Wrapbook.

When forwarding the notice, include:

  • Every page and attachment included with the notice

  • The worker or claimant’s name

  • The production or project name

  • Any response-by or protest date shown on the notice

  • The case, claim, or account number, if available

If the notice includes a response-by date, forward it immediately and mark the email urgent. Claim determinations and appeals may have response or protest windows, separation requests may have fixed due dates, and audits may include their own deadlines.

How should I handle an audit notice?

Send the audit notice to unemployment@wrapbook.com for review and triage. Audits can involve different types of requests, including wage or benefit audits. If the request involves remittances or DE 9/DE 9C filings, Wrapbook will coordinate with the appropriate Tax Operations team.

The production company generally should not respond directly to a standard UI claim, determination, separation request, or employment-verification request. Wrapbook acts as the payroll Employer of Record for payroll processed through Wrapbook and will respond to the state agency or provide the appropriate payroll information.

An exception applies when an audit is directed to the production company itself as the audited business. In that situation, the production company is responsible for completing its own filings or response, while Wrapbook can provide records for the payroll it processed.

What if a state agency contacts me directly about a worker’s wages or separation?

Tell the agency that wages for the worker were reported under TakeOne Network Corp. and direct the agency to contact Wrapbook for earnings and separation details. You should also forward the agency’s correspondence to unemployment@wrapbook.com, including the full notice and any deadline shown.
