California ICR is a California Employment Development Department (EDD) requirement for businesses that hire independent contractors. Production companies based in California must report specific information about their independent contractors to comply with state regulations.
CA EDD requirements
The service-recipient business must report independent contractor information to the EDD within 20 days of the scenario which occurs first:
Making payments totaling $600 or more
Entering into a contract for $600 or more, or with an independent contractor in any calendar year
In addition:
Businesses that transmit reports electronically must submit 2 monthly reports that are not less than 12 days and not more than 16 days apart
Independent contractors should only be reported once per calendar year for any new or ongoing contracts. No report should be submitted if there are no independent contractors to report.
Companies who fail to comply with this California EDD reporting requirement face penalties of up to $490 per filing.

How to generate a California ICR report
With Wrapbook, you can generate and download reports containing qualifying vendor information to help submit filings to California EDD in a timely manner.
It’s important to note that this is a California-specific report. It will only display in Wrapbook when the company, vendor, production entity, or AP invoice is associated with California.
Here’s how to generate a California ICR report:
In the left-side navigation, click the dropdown menu
In the dropdown menu, select All projects
In the left-side navigation, click Reports
On the Reports dashboard, scroll down until you see California Independent Contractor Reporting and then click the View Report button
On the California independent contractor reporting page, is a list of vendors to assist you with gathering information for the state of California's Employment development department independent contractor reporting. It is recommended that you review this frequently to meet the state requirements.
Click the Export button to send the information for the vendors listed to a CSV file
Once the CSV file is ready, you’ll receive an alert and an email. To find the file, navigate to where your computer saves new downloads.

Select All projects, click Reports, and then click the View Report button next to California Independent Contractor Reporting
