Understanding MPI reporting requirements and inactivity notices

Overview

MPI, the Motion Picture Industry Pension and Health Plans, may send a memorandum titled Memorandum – Subject: Reporting Requirements and Inactivity Notices when MPI's records show no contributions received for a production during a two-week span. You may also hear this referred to as an MPI inactivity notice.

The notice asks the production to confirm what happened during the inactive period. For example, the production may have concluded, entered a hiatus, or ended because the employer dissolved.

The review applies at the production level rather than to an individual project title. MPI sends the memorandum directly to the production, and Wrapbook does not receive advance notice from MPI.

What types of projects and/or companies does this notice apply to?

Given the nature of commercial production and the frequency with which signatory companies may have periods without covered work, MPI will not be enforcing this inactivity-reporting requirement for employers signatory to commercial production agreements.

Accordingly, AICP signatory employers may disregard the initial MPI memorandum regarding inactivity reporting, as well as any subsequent inactivity notices that may have been issued by MPI pursuant to this policy. No Report of Inactivity form or other response is required from commercial signatory employers solely because they have not submitted weekly contributions for a particular period.

Employers signatory to all other agreements are expected to report inactive weeks to the MPI using the Report of Inactivity form.

What the notice does not mean

An MPI inactivity notice is a reporting-compliance notice. It is not:

  • A contribution-rate change

  • A notice about the August 26 rate increases

  • A contribution shortfall notice

  • Confirmation that Wrapbook made a reporting error

What to do when you receive an MPI inactivity notice

The production named in the memorandum is responsible for responding to MPI. Wrapbook can help you understand how the notice relates to Wrapbook payroll or contribution reporting, but Wrapbook does not respond to MPI on your behalf.

  1. Review the inactive period and production information in the MPI memorandum

  2. Consider whether your production recently went on hiatus, had no active projects, completed its work, or ended

  3. Contact MPI if you need clarification about the event that triggered the memorandum

  4. Complete the current Report of Inactivity form from the MPI forms page

  5. Submit the completed form to ContributionProcessing@mpiphp.org

  6. Contact Wrapbook Support if you need help understanding the memorandum or preparing your response

  • The production name

  • The inactive period listed in the memorandum

  • A copy of the memorandum, if available

  • Whether payroll or contributions were processed during the period

If contributions were processed during the inactive period, Wrapbook can research the notice, and may be able to provide proof of payment when the relevant records are available.

MPI contribution processing generally takes one to four weeks. Wrapbook cannot change MPI's internal processing timeline, but we can help you gather available payment information.

Open the MPI forms page and use the current Report of Inactivity form. Submit the completed form to ContributionProcessing@mpiphp.org unless MPI provides different instructions with the form.

What if payroll or contributions were processed during the inactive period?

Contact Wrapbook Support and include the memorandum and the period it references. Wrapbook can research the notice and provide proof of payment when available. MPI contribution processing generally takes one to four weeks, and Wrapbook cannot influence MPI's processing timeline.

What if my production is on hiatus or has ended?
